Attorney III – Transactional & Government Contracts

The Team You Will Be Joining
You will be supporting an elite state-level division responsible for safeguarding critical public infrastructure, securing state technology assets, and shaping high-level cybersecurity and operational resilience policy across Texas. Serving as a crucial operational backbone, this group works at the intersection of technology, law, and government compliance to keep public systems secure, compliant, and continuously operational.
 
Major Duties
  • Contract Drafting & Negotiation: Structure, draft, negotiate, and revise high-stakes contracts and vendor agreements in strict alignment with state statutes and Texas Comptroller of Public Accounts guidelines.
  • Risk Mitigation & Advisory: Identify contractual and regulatory risks, providing actionable legal recommendations to agency leadership and internal stakeholders.
  • Policy & Rulemaking: Interpret, draft, and implement administrative rules in accordance with the Texas Administrative Code (TAC), while reviewing proposed legislation and writing organizational policies.
  • Compliance & Legal Support: Prepare formal legal memoranda on contract and regulatory matters, support administrative hearings or appeals as needed, and serve as a liaison to external stakeholders and complainants.
  • Independent Leadership: Independently manage highly complex legal portfolios with limited oversight, occasionally coordinating team workflows or acting in a lead capacity.
 
What are we looking for?
  • Demonstrated, hands-on background drafting, negotiating, and administering complex contracts (prioritized over litigation experience).
  • Texas Regulatory Mastery: Proven capability to draft administrative rules under the Texas Administrative Code (TAC) and manage public procurement/contracts following state guidelines and Texas Comptroller standards.
  • Strong Legal Execution: Exceptional analytical, legal research, and writing skills, with a track record of exercising sound professional judgment while managing competing priorities independently.
  • Preferred Experience: Prior legal work within Texas state government, familiarity with the Texas Public Information Act (PIA) / Open Records, experience with administrative hearings, or previous lead/supervisory experience.
