Budget Analyst

DOT is working to hire a Budget Analysts in the Division of Budget and Capital Program Managements Expense Budget Unit. The unit is responsible for managing the agency's $1.5 billion annual operating budget and the agencys annual revenue budget of about $500 million. We are looking for a self-starter(s) who can coordinate multiple priorities in a fast-paced environment with minimum supervision and under tight deadlines. The positions responsibilities may include, but not be limited to: managing a portfolio /division of DOTs budget; assist in monitoring agency spending and procurements; review and update program budgets for assigned divisions; perform technical budget exercises related to fiscal year-end close; analyze the agency s revenue generating operations and prepare projections of anticipated revenues for discussion with the Citys Office of Management and Budget (OMB); develop and evaluate Financial Plan proposals designed to help balance the budget by reducing costs or increasing revenue. Alternative duties may include assisting in monitoring and analyzing the agencys Personal Services (PS) budget; other PS related analysis and tasks such as review of proposed personnel actions for compliance with available headcount and funding; preparation and processing of budget modifications; preparation and submission of the agency PS spending plan, preparation, processing and clearing of PS accruals and preparation and distribution of biweekly, monthly and ad hoc reports for use by agency divisions. As part of this work, the Budget Analyst will work with Budget Office colleagues as well as operational division partners to create analyses and formulate recommendations for senior management. The ideal candidate will combine excellent communications skills, a creative ability to rethink and organize existing work processes, quantitative and computer skills, and knowledge of the City's budget and budget processes. Knowledge of the City's Financial Management System (FMS) is preferable but not required.
