Health Systems Specialist (PEBLO)
About the Position: Serves as the Physical Evaluation Board Liaison Officer (PEBLO) at Landstuhl Regional Medical Center in Landstuhl, Germany. Landstuhl is part of the Kaiserslautern/Ramstein complex. Kaiserslautern has developed into the largest US military community outside the United States. The city of Kaiserslautern enjoys many pleasant days with reasonable temperatures. Winters are short and mild with some snowfall. The summer is generally warm and comfortable, with few hot days.
- Counsels military personnel, retirees, and their Families on their rights, benefits, privileges, or obligations.
- Coordinates and schedules evaluation appointments.
- Assists in preparing appeals, rebuttals, and coordinates the assignment of Soldier's legal counsel.
- Refers personnel to appropriate external agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration and Veterans Affairs (VA).
- Applies sound judgment, ingenuity, and persuasiveness in motivating apathetic or negatively inclined individuals to apply for benefits for which they are eligible.
- Coordinates with a diverse group pf personnel such as Office of Soldier Counsel (OSC), Soldier's Unit Commander, Army Recovery Care Division (ARCD), VA Military Service Coordinator (MSC).

Who May Apply: US Citizens In order to qualify, you must meet the eduction/expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic requirements for Health System Specialist (PEBLO), GS-0671-09: One year of specialized experience which includes performing counseling duties such as data collection, medical coordination, and procedural work related to the Medical Field (such as but not limited to Medical Evaluation Board (MEB)), advising personnel on medical benefits, and using automation equipment to update databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
