INFORMATION TECHNOLOGY SPECIALIST (INFOSEC)
You will serve as an Information Technology Specialist in the Meteorology and Oceanography (METOC) Information Technology Department (N6) of NAVAVNFCSTCEN.
- You will be responsible and accountable for performing the full range of supervisory responsibilities for (2) GS-12 civilians, (1) Military E-5, staff performing cybersecurity, portfolio management and service design functions.
- You will provide direct supervision and professional development activities for personnel.
- You will supervise, monitor, and administer the work of the division through analysis of workload and available resources, budget and capital planning, personnel management, information technology program management and cybersecurity compliance.
- You will review, approve, and certify employee schedules, time reports, leave requests, travel requests/vouchers, training requests, and other administrative requests. Disapproved requests are forwarded to the Department Head for final disposition.
- You will serve as the FLTWEACEN Norfolk Information Systems Security Manager (ISSM) and is responsible for all cybersecurity readiness and compliance issues within the command and its subordinate activities.
- You will manage and recommend improvements of cyber security requirements and appropriate information technology policies and procedures that are consistent with the FWC-N's mission and goals.
- You will track and manage action items for plans of actions and milestones (POAMs) or remediation plans, resulting from vulnerabilities identified during assessments, audits, or inspections, of FWC-N and subordinate commands.
- You will ensure and document variances to confirm that baseline security safeguards are appropriately installed.
- You will identify and monitor information security data sources to maintain organizational situational awareness
- You will develop policies and procedures to address cybersecurity violations within FWC-N and its subordinate commands.
- You will oversee and implement the Department of Defense (DoD) and Department of the Navy's (DoN) Cyberspace Workforce program for FWC-N and its subordinate commands.
- You will establish and collect complex or novel metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess the status of positions identified, filled and filled with qualified personnel.
- You will establish, resource, and update complex or novel cyber workforce management programs for FWC-N and its subordinate commands in accordance with DoD and DoN requirements.
Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Experience exercising formal supervisory authority, including developing performance standards, evaluating civilian/military personnel, and managing a multi-tiered workforce through subordinate supervisors or team lead. Demonstrated experience chairing or serving as a key voting member on an IT Configuration Control Board (CCB) or similar IT governance body. Experience and practical knowledge of managing and integrating complex enterprise IT environments, specifically involving virtualized desktop infrastructure (VDI), Microsoft Exchange, and host-based security systems (HBSS). Experience developing and executing Service Level Agreements (SLAs) and Operating Level Agreements (OLAs) to manage customer expectations and support package delivery. Experience and strategic knowledge of military/government C4 planning, IT modernization protocols, and cybersecurity frameworks.
