Supervisory Health Insurance Specialist
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Division of Analysis & Networks (DAN). As a Supervisory Health Insurance Specialist, GS-0107-15, you will provide leadership and executive direction for implementing assigned programs, oversee the development and implementation of data analytics, stakeholder networks and targeted communications and outreach strategies.
- Leads and manages all day-to-day operations of the Division, including staff, budgets, and priorities, to ensure programs are delivered on time, within budget, and in alignment with agency goals.
- Oversees national learning programs designed to accelerate the widespread adoption of innovative healthcare payment and delivery models that improve patient outcomes and reduce costs.
- Develops and evaluates large-scale, data-driven quality improvement initiatives at the national level, using information from claims, medical records, surveys, and digital platforms to measure performance and drive program improvements.
- Consults and collaborates with federal/state agencies, providers, insurers, and clinical experts to gather insights and co-develop new or improved healthcare payment and delivery model concepts.
- Coordinates with senior HHS, CMS, OMB, Congress, and White House officials on alternative payment models, payment policy, and recoupment, and serves as a key advisor to executive leadership.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Overseeing a team or division that manages stakeholder engagement, data analytics, and improvement initiatives across multiple healthcare payment and delivery models to support healthcare transformation; AND Advising senior leadership on strategies to improve healthcare payment systems and care delivery models via Medicare, Medicaid and private insurance; AND Supporting the establishment of voluntary coalitions or collaborative networks among government agencies and private sector payers to advance shared program goals; AND Managing high-level projects by coordinating across government agencies, Congress, and contractors to resolve complex program challenges. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
