Transportation Engineer Borough Lead

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the Citys streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Divisions responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings to ensure the safety of motor vehicle occupants, pedestrians and cyclists. Within TPM, the Traffic Engineering & Planning (TEP) unit is responsible for conducting, reviewing, and approving traffic engineering analysis and methodologies related to every aspect of traffic operations, safety, and transportation planning from curb cuts to area-wide studies.The Mayoral Administration recently released the Streamlining Procedures to Expedite Equitable Development ("SPEED") report with reforms to make City processes faster and more accountable across four stages of development: environmental review and planning; pre-development and financing; permitting and approvals; and marketing and lease-up. To help make the planning, permitting and approval processes faster, TEP seeks to hire an experienced, motivated candidate to serve as Civil Engineer 2 as an Environmental Review Borough Lead working within a multi-disciplinary team dedicated to improving transportation in the city through various transportation projects. This leadership position will play a critical role in managing complex transportation and environmental review projects, supervising technical staff, coordinating interagency efforts, and ensuring the timely delivery of high-quality analyses that support the City's development and mobility goals.The Borough Lead candidate, under the general supervision and guidance of TEPs CEQR Director will manage staff and oversee the review of environmental studies under CEQR/SEQR/NEPA processes using the analytical procedures presented in the CEQR Technical Manual and Environmental Manual, . They will also assist in conducting a variety of traffic operation and safety studies following the Departments supplemental guidance on level-of-service analyses for signalized/unsignalized intersections and pedestrian elements (i.e., sidewalks, crosswalks, and street corners) using a variety of analysis tools including Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA, and other traffic simulation models (i.e., VISSIM, Aimsun, etc.) to develop and test improvement measures that ameliorate congestion, improve mobility, and enhance safety for all street users. The candidate will also perform engineering reviews of schematic geometric designs and Design Approval Document/Preliminary Design Investigation reports for capital reconstruction projects and other transportation projects using the NYSDOT Project Development Manual, and Highway Design Manual, as well as assist senior staff in organizing and preparing written reports and graphic materials for presentations, participate in technical and advisory committee meetings, and interact with other agency representatives on department studies and projects. The candidate will be expected to work both independently and collaboratively as part of a team. Limited field work may also be necessary in this role.
